This is the first time it’s happened, but I was in the middle of a game, and all of a sudden, I couldn’t place troops during my drafting stage. I could communicate to other players using words and emojis, I could move around the screen, zoom, and even check my risk cards. For some reason, it was impossible to select my country to add troops to.

I had the same thing, but it happened after I traded in and the cards were trading well into the 100s.
