Sometimes I will get 2 troops for controlling Venezuela or something of that nature.
Are bonus troop rewards random? Or do the same territories always provide bonus troops across all games?

Territory cards have two attributes a unit and a territory. The units are infantry, cavalry, and artillery. You use them to make sets. But as previously mentioned each card except wild cards has a territory on it. If you control the territory depicted on a card when you turn it in you receive two troops extra in that territory. However, you can only receive two extra troops in this manner for every set turned in.
