Make Off-Line Players AI Level less than or equal to the Lowest Active Player Level

If a player goes offline their AI Level should pick up at the lowest active player level or one level below.
It seems like if a games "AI Level" is set to "EXPERT" and a player "intentionally" allows themselves to go offline, and lets the computer take the game. That player is being played at the game "AI Level", even if they are a novice or beginner. I actually think some Master Level players take advantage of this when they "feel" that they are playing "Intermediate" level players.
I understand that sometimes it is a network connectivity issue (so what?) They get their tokens back they maintain their level...no harm. But for those that are gaming the game...they should not be afforded the opportunity to cheat this way. The AI Level that is established by the games "HOST" should only apply to those "AI PLAYERS" that were assigned by the host.
