New User Statistic: Completed Games Percentage AND filter

I want to see the number of multiplayer games a user leaves before they are finished and a game filter requirement to keep out anyone who falls below a certain percentage.
For example if someone is completely less than 50% of the games they start I want the opportunity to block them from being in my game. I make it my business to finish if I possibly can. Many people bail out as soon as they see they don't have great starting position of they get off to a bad roll of the dice.
If someone has a 1% or 2% then that's great but if they are too high they can find different game.
