In my opinion, to be fair, the first round should only be for strategically position the armies with no attacks.
I had a situation where I was the 5th out of 6 players in a total domination game where I was reduced to 1 single country by the time it was my turn to play for the first time. Even having 2 extra armies to position in one country with 2 existing armies will not give me much chance for a fair start.
