You should be able to choose an option, where in Tactical Move Faze, you can only move your troops from one territory, to an adjasent or touching territory! Then you're done! Right now, you can move troops from one territory to another, as far away as you want, as long as you own territories along the way that make a path to it, obviously. I think that should be another option you can choose between.
