The idea is to make it possible to move all armies from a territory you own. Either during the attack/conquer phase or the fortify phase.
If you have no armies left in a territory you own, it could not be defended at all. But that's the "risk" you'd take.
May be a fun option. It could definitely change the game play.

It should be a different game mode because if you made it the new thing that would change the rules of the original risk.
