I'd like to start off by saying I don't play online so I don't know what the rules are like there. However I would really like, in the offline pass and play mode, for the players to choose their starting territories. I think this could be an optional setting. The CPU should have already preselected territories.

Austin, please go to game options and choose manual set up instead of automatic set-up. That way each player will select their territories. This applies to all game modes. Thanks –Lee@SMG
