Fair play enforcement

Is it fair for someone agreeing to alliance to take me out first? This just happened from a player rated grandmaster when I am just a novice. I would like to have the option to flag or block players who cheat or play unfairly.

The game is called risk for a reason. That's not cheating, it's strategy.
