How long should it take before people join a game you create?

When I create a game, I have to wait at least 20 minutes before people join. Is this because of my location? Are Risk players separated onto different international servers where some countries have thousands of players and others only have five?

Usually it should take around 5-10 minutes. They're not separated by region, but it's often hard to get players to join if you have uncommon settings - for example True Random dice, or a random map, will often make players slower to join.
