What does Easy, Medium, Hard & Expert mean in Multiplayer?

In the game settings for a specific map you have the option for changing the difficulty level.
What does this mean?
Does this change the difficulty just for you or for everyone? Is this a modification of the dice outcomes or something else? More transparency please!!

It changes the difficulty of the AI players, same as it does in single player.
