How to stop getting wiped out before you even start as 3rd player.

I am sure that I am not the only one that has noticed that if you are the 3rd to play, by the end of the first round you're lucky to have anything left, you only get 3 armies to recover and then round 2 sees the other 2 (now with continents and 15+ countires) getting a huge number of armies. Round 3 your out. What kind of fun is that?
I used to play the actual original board game and the rule was you could only attack a maximum of 1 other country in your first 3 moves.
I think this would stop a lot of the cheating that goes on.
Anyone else agree?
