Sometimes progressive bonus games get to the point where eliminating an opponent and taking their cards becomes unwise, even if they have five. This mostly happens when there are three or more players with very large armies. If card sets continued to increase in value after hitting sixty there would be more incentive to attack and try to eliminate opponents.
