Instead of leaving a single army back when you advanced having the option of leaving a flag with your color.when you count your territories flags would be worth 1/3 the value of a territory with a army on it.example- I own Australia, 3 territories have a flag and 1 has a army on it, the territory count for Australia would be 2 at this time, 3 flags =1 territory and I have 1 army on a territory
