Dishonourable Players who break alliances need to have this information recorded for future victims. Either punish them in-game with a 3 turn sitout if they break an alliance continent, or punish them on their permanent honour score record so we can see who the traitors are. Otherwise, completely disable this ridiculous Alliance capability once and for all. How is it any different from collaboration cheating? Alliances do not exist in the real game with some button - its just the right thing to do to attack the tyrant and happens organically. I vote to remove alliances altogether, but if you're gonna keep em, then fix them so they make sense with punishments for breaching alliances.
