Define how many bonus troops are given for owned territories
Define how many Wild Cards are shuffled into the deck
Define initial trade-in values and growth rate for ‘Progressive’ and ‘Exponential’ modes.
Adjust Starting Troops:
Default: current behaviour based on player count.
Dynamic: new behaviour based on the number of unblocked territories.
Custom: define starting troops per player count.
