I also can't unlock this achievement, and I too am stuck at 99%.
Also, my girlfriend and I can't unlock the getting hit by a car 125 times (and the achievement slider isn't moving).
Additionally, we both can't unlock completing all of the objectives, despite unlocking 90/90 in the game.
Please fix this, retroactively unlock these achievements and let me know once this is done please.

I was able to run getting hit by a car 125 times achievement, continuing the game and getting hit by a car ~120 times with 2 players in the same controler, in the river level(which has the frog)
