Improve the AI impression of the importance of holding a capital

Is it just me? Or does the AI not really recognize the importance of holding a capital?I just played a game where the AI attacked 23 out of a capital AND LEFT ONLY 1 IN THE CAPITAL. I feel like a cheater when that happens. Let's fix that please.

Additionally, the AI will STOP at a Continental Border w/o "Breaking" the Opponent' HOLD, even though it's Only Defended minimally
