When you start a game your troops are automatically placed down for you and sometimes your troops are all spread out and you can't do anything about it. If you had the option to place your own troops down, I think it would be more like the actual game and help you implement strategies you come up with in your Risk game.
Maybe they didn't have it 3 months ago I'm not sure. However if you host a game you have the option to click Auto set or manual. And if it's a fixed troop count every time the cards get turned in or if they keep adding up.
