In settings you should be able to make an automatic setup for a certain continent. In this you will get the same. If you don't want this you can just not set up one so that it is still random. If two people have the same territory the first of the two will get it and the computer will pick a random one after they are all set. This way you can have somewhat of what you are comfortable with.
